The Khuzam District, Riyadh, Saudi Arabia – Lessons for Nigeria By Mark Chieshe, Special Assistant to the Hon. Minister of Housing and Urban Development Last week, standing amidst the rising towers and sprawling green corridors of the Khuzam District in Riyadh, the air felt different. It wasn’t just the desert breeze; it was the palpable energy of a nation that has mastered the "Science of Delivery." Our mission, following a successful participation at the Real Estate Future Forum (RFF) 2026, was to see firsthand how the Saudi National Housing Company (NHC) is turning ambitious blueprints into lived realities. The visit began at the NHC Headquarters, where the leadership provided the Hon. Minister, Arc. Ahmed Musa Dangiwa, with an immersive briefing on the entire design layout of the Khuzam destination. Admittedly, the sheer size and scale of the Khuzam project are staggering, far exceeding the current scope of the Renewed Hope Cities and Estates. We are looking at an investment exceeding SAR 3.3 billion ($880 million) across a single 228,000 m² mixed-use project—part of a wider district meant to house hundreds of thousands. However, as the Hon. Minister noted during our inspection of the already completed residential phases, it is not the volume of cash that offers the greatest lesson, but the volume of ambition and the precision of the system. 1. The Supremacy of the Masterplan In Khuzam, they don’t build houses; they build ecosystems. Seeing the design layout revealed a level of meticulous masterplanning that ensures infrastructure (roads, electricity, water etc), schools, hospitals, and parks are ready before the first resident moves in. They adopt a "whole-of-society" approach. Masterplanning is the antidote to urban slums; it ensures that growth is intentional, sustainable, and high-value. 2. Mobilizing Private Capital at Scale The Khuzam project is a masterclass in private sector mobilization. By partnering with international giants like Hassan Allam Holding from Egypt, the NHC has unlocked nearly $900 million in non-government funding for just one segment of the district. This is the cornerstone of our strategy that the Hon. Minister is trying to scale and enlarge so we can take on more expansive projects: the government cannot fund the housing gap alone. We are creating the avenues for private developers to lead the charge, ensuring that the "Renewed Hope" vision is powered by a robust, market-driven engine. 3. A Clear and Predictable Regulatory Environment One thing was evident as we toured the built areas: developers are confident because the rules are clear. A transparent regulatory environment is what brought Egyptian and Saudi firms together in this district. For Nigeria, our focus is now on streamlining land titles and digitizing approvals. When the "rules of the game" are predictable, investors flock to the market. 4. Lead with Infrastructure Perhaps the most visible lesson was that infrastructure precedes habitation. The NHC ensures that roads, power, and water are "plug-and-play." By taking on the heavy lifting of primary infrastructure, the government de-risks the project for developers and lowers the entry cost for citizens. This "Infrastructure-First" model is exactly what the Hon. Minister has embedded into the Renewed Hope Housing Programme and working to scale. A Call to Our State Governors A critical takeaway from this visit is the role of land ownership. In Nigeria, the Land Use Act vests land in the Governors. For the "Renewed Hope" agenda to succeed, States must adopt this "Whole-of-Society" approach to urban development. It is important for State Governments to move beyond selling isolated plots of land and instead embrace integrated masterplanning. By providing encumbrance-free land and primary infrastructure, States can attract the kind of billion-dollar investments we saw in Riyadh, transforming their capitals into modern, organized cities. As I departed Riyadh to Dubai, UAE for a UN Habitat function, the Hon. Minister charged that: We may not yet match the $880 million scale of a single Saudi district, but we can—and must—match their their ambition, masterplanning and discipline. @MSIngawa

He assured investors that government’s role is to de-risk housing delivery by addressing constraints only the public sector can resolve, including: land readiness, supporting infrastructure, and improvements to approvals and delivery processes that reduce cost and shorten timelines. On risk-sharing, the Minister explained that the approach remains simple and practical: government takes on risks it can control—such as land and right-of-way—while private partners focus on construction, operations, and financing. In closing, Arc. Dangiwa stressed that Nigeria’s housing demand is “massive and immediate,” noting that Renewed Hope Cities are already delivering in Abuja, Kano and Lagos, demonstrating that the Programme is not theoretical but is active, market-facing, and scalable. What UK Housing Policy Reinforced for Nigeria’s Renewed Hope Housing Programme In my short time in London, I paid close attention and did some research on how the UK treats housing—and one lesson keeps standing out: housing here is not handled as a one-off project. It is run like a full system. What I mean is simple: planning rules, delivery finance, consumer protection, and housing standards all move together. And honestly, the more I see it in practice, the more I understand why Nigeria must keep building a coordinated housing delivery framework under the Renewed Hope Housing Programme being championed by Arc. Ahmed Musa Dangiwa. In the UK, housing delivery is strongly guided by national policy. The National Planning Policy Framework (NPPF)sets out how local authorities should plan for housing and sustainable development, and it has been updated recently as part of ongoing reforms to improve housing delivery. What also impressed me is how the UK uses dedicated delivery institutions, not just policy statements. For example, Homes England helps drive delivery, and the government backs affordable housing through the Affordable Homes Programme, with large public funding committed to deliver tens of thousands of homes through structured partnerships. But beyond supply and finance, what really struck me is how seriously they take resident protection and housing quality. The Social Housing (Regulation) Act 2023 has strengthened consumer regulation, with changes taking effect from 1 April 2024—making regulation more proactive and standards-driven. Then there is the rental market. The UK is reforming the private rental system through the Renters’ Rights Act, including major changes to strengthen security for renters, with implementation starting 1 May 2026. And finally, I noticed that housing policy here is not separated from energy and sustainability anymore. The UK’s Warm Homes Plan commits major funding to improve home energy performance, reduce energy bills, and upgrade millions of homes—because affordability is not only about the rent or mortgage, it is also about the cost of living in the home. So when I connect these lessons to Nigeria, I see exactly why the Renewed Hope Housing Programme is such a big deal. Because Renewed Hope is not just “building houses.” It is building a housing system—through Renewed Hope Cities, Renewed Hope Estates, and Social Housing—while also pushing the bigger reforms that make delivery sustainable: land administration improvements, structured PPP pipelines, stronger investor confidence, and quality-driven housing delivery. For me, the takeaway from London is clear: · If we want housing at scale, we need planning certainty · If we want faster delivery, we need credible institutions and finance · If we want public trust, we must strengthen consumer protection and quality control · If we want true affordability, we must think long-term—sustainability and running costs matter That is the direction Nigeria is moving in, and that is why the Renewed Hope Housing Programme must be supported, strengthened, and scaled. MINISTER DANGIWA'S NEW YEAR MESSAGE As we enter a new year, I give thanks to Almighty God for His grace over our nation, and I warmly wish every Nigerian peace, progress, and renewed hope in the year ahead. The past year has been one of adjustment and sacrifice for many families. Yet, it has also been a year in which we laid important foundations for the future — building systems that will deliver real and lasting benefits under the Renewed Hope Agenda of President Bola Ahmed Tinubu, GCFR. In the housing and urban development sector, our focus has been to move from intentions to implementation — matching reform with delivery. Under the Renewed Hope Housing Programme, we are delivering more than 10,000 housing units across 15 states nationwide — including landmark Renewed Hope City projects in Abuja, Lagos, Kano, and other locations. These projects are creating jobs, stimulating local economies, and giving more Nigerians access to safe, inclusive, and well-planned communities. To ensure that low-income households are not left behind, we have designed the Renewed Hope Social Housing Programme, which will deliver 77,400 homes — with 100 units in every Local Government Area across the country. To further reduce the cost of housing, we also advanced plans to establish building materials manufacturing hubsacross all six geopolitical zones, helping to reduce import dependence, cut construction costs, deepen local production, and create new jobs. Alongside housing delivery, we intensified work on the National Urban Renewal and Slum Upgrade Programme. More than 150 interventions have been completed across the six geopolitical zones — including roads, drainage, water supply, power, sanitation, schools, and community facilities — to uplift underserved communities and improve the quality of life for our people. Finally, through the National Land Registration, Documentation and Titling Programme (Land4Growth), we have set in motion far-reaching land reforms to digitise land records, simplify titling, strengthen tenure security, and unlock land as capital — positioning Nigeria to tap into billions of dollars in productive investment. These achievements reflect our commitment to build not just houses, but communities of dignity — supported by strong institutions, partnerships, data, and technology. In the new year, we will consolidate these gains and work even harder to: • expand affordable homeownership, • deepen urban renewal, • grow local building industries, • modernise land administration and titling, and • create more jobs across the housing value chain. SERVICOM Recognition: Citizens at the Centre Equally telling is the Ministry’s emergence as the Second Best Ministerial SERVICOM Unit (Ministry Team A) nationwide, alongside the Supportive CEO Award presented to the Permanent Secretary for strengthening service delivery systems. SERVICOM awards are among the most rigorous in the civil service ecosystem, focusing squarely on citizen experience, responsiveness, accountability, and internal service standards. That the Ministry excelled here underscores a deeper institutional shift: from policy formulation alone to people-centred delivery.
