On June 8 (Monday) and 9 (Tuesday), RADM (Ret.), JMSDF Katsuya Yamamoto, Director of the Strategy and Deterrence Program, participated in the 8th Annual Alexander C. Cushing International Law Conference held in Seoul. The conference was co-hosted by the Stockton Center for International Law at the U.S. Naval War College and the Korea Institute for Maritime Strategy, with support from the Japan Institute of International Affairs and other organizations. He attended the conference upon invitation. Under the theme “International Law and Conflict at Sea,” the conference brought together approximately 30 experts from around the world, including the United States, the Republic of Korea, and Japan, who participated as panelists and keynote speakers. A diverse range of participants from academia, naval forces, and other relevant fields also attended. RADM Yamamoto spoke on the panel titled “China’s Evolving Maritime Security Dynamics.” Drawing on examples of Chinese military activities around the First Island Chain, he addressed China’s double-standard claims regarding military activities in international waters, including exclusive economic zones, and discussed their implications for neighboring countries. ６月８日（月）および９日（火）、ソウルにおいて、米海軍大学ストックトン国際法センターおよび韓国海洋戦略研究所の共催、日本国際問題研究所等の後援により開催された国際会議「8th Annual Alexander C. Cushing International Law Conference」に、山本勝也戦略・抑止グループ長が招へいを受けて参加しました。 「国際法と海上紛争」をテーマとする本会議には、米国、韓国、日本をはじめとする各国から約30名の専門家が講演者および基調講演者として参加し、学界、各国海軍、関連分野から多様な参加者が集まりました。 山本グループ長は、パネル「China’s Evolving Maritime Security Dynamics」に登壇し、第１列島線周辺における中国軍の活動を例に、排他的経済水域を含む国際水域における軍事活動に関する中国の二重基準的な主張と、その周辺国への影響について発表を行いました。 （画像：韓国海洋戦略研究所等提供）

Sasakawa Peace Foundation Signed MoU with the Ministry of Defence of Sri Lanka (June 11, 2026) The Sasakawa Peace Foundation (SPF; Minato-ku, Tokyo; President: Atsushi Sunami) concluded a Memorandum of Understanding (MoU) with the Ministry of Defence of the Democratic Socialist Republic of Sri Lanka on June 11, 2026, in Colombo, concerning SPF’s project for “Security Dialogues and Defense Exchanges between Japan and Asian Countries.” The MoU was exchanged by Mr. Nobukatsu Kanehara, Executive Director of SPF, and Air Vice Marshal Sampath Thuyacontha, Secretary to the Ministry of Defence of Sri Lanka, in the presence of Hon. Dr. Harini Amarasuriya, Prime Minister of Sri Lanka; Hon. Ramalingam Chandrasekar, Minister of Fisheries, Aquatic and Ocean Resources; Hon. Hiniduma Sunil Senevi Minister of Buddhasasana, Religious and Cultural Affairs; H.E. ISOMATA Akio, Ambassador of Japan to Sri Lanka; and Mr. Yohei Sasakawa, Honorary Chair of SPF. The MoU provides a framework for launching a Sri Lanka–Japan defense exchange program under SPF’s Track 1.5 initiative, “Security Dialogues and Defense Exchanges between Japan and Asian Countries,” which SPF has implemented since 2014. SPF will coordinate alternating delegation visits between Sri Lanka and Japan, bringing together active-duty mid-tier officers and civilian defense officials from their respective defense ministries, armed forces, and related defense institutions. By combining official exchanges with visits to defense facilities, education and training institutions, and cultural and historical sites, the program aims to foster a community of future defense leaders in both countries with a deeper understanding of one another. SPF will continue to contribute to deepening mutual understanding among future leaders in the defense sectors of Japan and Sri Lanka, while further strengthening the friendly and cooperative relations between the two countries.

笹川平和財団、スリランカ国防省と協力覚書を締結（2026年6月11日） 公益財団法人笹川平和財団（東京都港区、理事長：角南篤、以下SPF）は、2026年6月11日、スリランカ民主社会主義共和国コロンボにおいて、スリランカ国防省との間で、SPFが実施する「日本アジア安保防衛交流」事業に関する協力覚書（Memorandum of Understanding: MoU）を締結しました。 本MoUは、ハリニ・アマラスーリヤ・スリランカ首相、ラーマリンガム・チャンドラセーカル漁業・水産・海洋資源大臣、ヒニドゥマ・スニル・セネウィ仏法・宗教・文化大臣、磯俣秋男 駐スリランカ日本国特命全権大使、笹川陽平 SPF名誉会長の臨席のもと、スリランカ国防省のサンパット・トゥヤコンタ国防次官と、SPFの兼原信克 常務理事によって、署名・交換されました。 本MoUは、SPFが2014年より実施しているトラック1.5の防衛交流事業「日本アジア安保防衛交流」の一環として、日スリランカ防衛交流プログラムを立ち上げるための枠組みを定めるものです。本交流には、両国の防衛省・国防省、陸・海・空の各軍種、その他防衛関連機関から、現役の佐官級幹部および文官等が、参加することを想定しています。政府・防衛当局関係者との意見交換に加え、防衛関連施設、教育・訓練機関、文化・歴史関連施設等への訪問を組み合わせることで、両国における将来の防衛を支えるリーダーたちの間に、相手国への深い理解を有する人的基盤を形成することを目指します。 SPFは、今後も、日本とスリランカの防衛分野における、将来のリーダーたちの相互理解を深めるとともに、両国の友好と協力関係のさらなる強化に貢献してまいります。
