Last year, Louisiana voted to treat 17 yos like adults in the criminal justice system. But federal law prohibits incarcerating juveniles w/adults. To skirt around the issue, LA sheriffs demanded $3.5 million to build a jail just for 17 yos. And they got it. newsfromthestates.com/article/constr…
