Se disolvió la Administración General de Puertos, antro de corrupción y privilegios. La nueva Agencia Nacional de Puertos y Navegación (ANPYN) concentrará sus funciones y las de otros dos organismos, ganando así en eficiencia y transparencia además de lograr menores costos. Se eliminarán entes y áreas con idénticas funciones, se reducirá un 79% del personal y se venderán inmuebles y activos innecesarios. La cúpula directiva de la AGP será completamente removida.
