Manchester needs to lawyer-up before the end of the month & judicially review the Greater Manchester Pension Fund Actuarial Valuation 2025. It's likely owed/owns £1.2B for itself &its LEA schools from the GMPF £10.4B surplus. Start with this: blogsfromtheblackstuff.com/bftbblog260619… Manchester City Council should instruct officers to instruct counsel to begin proceedings against Tameside Council straight away, before they run out of time. Other GM councils can join in, and get the likely *£10.4B* Fund surplus back into the GM economy in its LEA Schools, Academies, Special Schools, FE Colleges, Police and Fire Services. It's taxpayers' money. Alternatively lodge proceedings to hold the position, so they can persuade Tameside to decide to itself *reg 64A re-certify* all employers’ contributions to 0% immediately and for the foreseeable to get the £10.4B back. Other WM councils &WM Mayor Richard Parker, should join in too. We've often been asked by City Council Officers "What do you actually want us to *do*?" Well, here's a start.... When BCC (and its LEA schools) get £400 million back into revenue over the next three years they can tell the commissioners to hike it.

Every LEA school and its pupils in the city was let down directly by the Labour administration and its officers in failing properly to challenge Wolverhampton city Council. The children’s department at the Council more widely similarly let down every academy in the city as well, most especially the special schools, and their pupils. They also let down the FE colleges and their students. Young people in Birmingham are actually the most affected by the sheer incompetence displayed. Tens of £millions this year which should’ve been spent on those young people, was instead deducted from the budget of those educational institutions, and completely unnecessarily sent to the pension fund to pump up a surplus which they do not intend to return, and will simply get bigger; to be fed up upon by the investment . And also across the entire region. And part of that will be the £135M deducted from budgets and handed over in management expenses probably a third of that from School and FE college budgets. Shameful. They’ve got less than two weeks to judicially review the valuation. They should lawyer-up and do so.

The Commissioners literally have not now got, and never have got, a clue about what a local government pension fund even is, and how a LGPF works. Nor, disgracefully, do officers. As we pointed out in our blogs, even upto last October officers had no idea what was going on at all with the valuation, and didn’t bat for Brummies. Our correct analysis was heavily briefed against as wrong by clueless officers and commissioners for the last 2 years. They should not have been believed.

@johnclancy I’ve not yet worked out what he does and he’s refused my interview requests. If his success is measured in seats or successful political strategising around, say, a bin dispute, or election planning, it’s hard to see a more abject example of a waste of money.
