Are you assuming that human civilization won't be able to apply the laws to ASI? I agree that it might be challenging in some ways, but we already have super-intelligent beings called corporations and countries, that are far smarter and more capable than any individual human. It's hard sometimes to constrain them, but not ultimately impossible. Are you assuming that some ASI will establish a monopoly on the use of force? I guess I don't understand your assumptions entirely, because a lot of things would have to be true for laws and regulations (and force) to be ineffective.
