Here's the WebKit bug regarding the "with" import attribute when the type is "css". bugs.webkit.org/show_bug.cgi?i…
If CSS import rules worked using the "with" import attribute, this would be so elegant. For now, you have to avoid using them. Also, Safari is behind here (see bug link in reply).
