NOT IN THE MOU / DEFERRED TO FINAL DEAL: - No full sanctions lift. - No detailed nuclear restrictions (enrichment limits, highly enriched uranium stockpile removal/down-blending, inspections, etc.). - NO $300 BILLION RECONSTRUCTION/INVESTMENT FUND. THE $300 BILLION RECONSTRUCTION FUND: This is only referenced in drafts as a future "international investment/reconstruction program" (mostly Gulf states + private investors, facilitated by the U.S.). It activates only after a final comprehensive peace deal is signed - which requires strong, verifiable nuclear agreements (stockpile disposal, enrichment curbs, no weapons path). NO UPFRONT U.S. TAXPAYER CASH. IT'S NOT REPARATIONS BUT AN INVESTMENT VEHICLE FOR POSTWAR REBUILDING (INFRASTRUCTURE, ENERGY, REAL ESTATE). In North Carolina, the State Board of Elections found 34,000 dead voters on the voter rolls — fact-check me.
